Phenoxyethanol is rated as a 2-4 (1 being the safest) depending on dosage and form, specifically for concern of inhalation and respiratory issues. For use in solids and liquids, the ingredient has a much lower risk of any harm. Based on current scientific research from pub med, phenoxyethanol is not linked to cancer in humans and the European Scientific Committee on Consumer Safety (SCCS) / the U.S. Cosmetic Ingredient Review (CIR) have concluded that phenoxyethanol is safe for use in cosmetics at concentrations up to 1%. The phenoxyethanol shows a moderate risk for toxicity and cancer. Everyone should get this app and do their own research instead of just trusting what people write in a blog.
